Excelsia University College is a leading tertiary education provider with a student cohort of approximately 3,500. As enrolments increased and academic requirements evolved, the organisation required a strategic workplace transformation to reposition its 12 level North-West Sydney campus.

CR Commercial Property Group (CRCPG) was engaged to provide independent tenant advisory and corporate occupier advisory services to lead a comprehensive refurbishment and staged relocation programme. The objective was to deliver modern, compliant, and high-performance workplaces aligned with Excelsia’s long-term growth strategy, while maintaining uninterrupted campus operations ahead of a March 2026 completion.

This engagement extended beyond refurbishment. It required integrated workplace strategy, regulatory coordination, capital works governance, and structured change management to support a transition from Class 5 (office) to Class 9b (educational use).

CRCPG managed a campus-wide workplace optimisation programme spanning 8,484 sqm across multiple levels.

The scope included:

  • Internal refurbishment of teaching, learning, and administrative spaces
  • Change of use from Class 5 to Class 9b classification
  • Wet and dry fire upgrades aligned with contemporary fire engineering standards
  • Mechanical upgrades including BMS, VAV and PAC systems to improve energy efficiency and occupant comfort
  • Accessibility enhancements to support a human-centred workplace environment
  • Lift modernisation and comprehensive internal and external signage upgrades
  • Coordination of CDC and Occupation Certification with private certifiers
  • Phased relocation and structured change management to minimise disruption

 

CRCPG provided full commercial property advisory oversight, including:

  • Budget governance and cost control
  • Review and approval of variations
  • Progress claim certification
  • Consultant and contractor coordination
  • Scope definition and tender management for lifts, electrical, AV, furniture, and relocation
  • Fire engineering and accessibility compliance oversight
