A complex, campus-wide transformation programme, delivered without disrupting a single day of academic operations.

Excelsia University College is a leading tertiary education provider with a student cohort of approximately 3,500. As enrolments grew and academic requirements evolved, the organisation required a strategic transformation to reposition its 12-level North-West Sydney campus, while maintaining full operations throughout.

CRCPG was engaged to provide independent advisory and project management services, leading a comprehensive refurbishment and staged relocation programme across 8,484 sqm, including a formal change of use from Class 5 (office) to Class 9b (educational), and delivering modern learning environments ahead of a March 2026 completion.

The programme also included the delivery of a purpose-built podcast studio, one of the more distinctive elements of the campus transformation, providing Excelsia with a professional-grade content creation space within the refurbished facility.

The challenge

This engagement extended well beyond a standard refurbishment. It required integrated workplace strategy, regulatory coordination, capital works governance, and structured change management. A formal change of use from Class 5 (office) to Class 9b (educational) classification was central to the scope. This triggered the full suite of fire engineering, accessibility, and certification requirements that a Class 9b conversion entails.

Our approach

CRCPG provided full commercial property advisory oversight across the programme, including budget governance, variation review, progress claim certification, and full consultant and contractor coordination across all workstreams.

Scope definition and tender management covered lifts, electrical, AV, furniture, and relocation services. Fire engineering and accessibility compliance were managed throughout, alongside coordination of CDC and Occupation Certification with private certifiers.

Stakeholder engagement was maintained at both executive and operational levels, ensuring the board had full transparency and project teams had the programme clarity to execute across a complex, multi-level, live-campus environment.
